    This owl is performing a behavior known as a rouse! Birds do this only when comfortable as it creates noise and motion, making their position obvious to potential predators. It releases tension and shakes loose feathers, dust, and dander off of their bodies

    @trashzy in response to your tags, I believe this is a barking owl.

    The whiskered screech owl would be much smaller in comparison to the gloved hand this bird is perched on, and they look quite different. Biggest difference being the lack of clean belly streaks and simple white wing spots, and of course presence of ear tufts.

    Screech owls in general are designed to mimic tree bark, the barking owl is not.
